At Akatsuki's base, a gathering was underway as the organization members examined Shin's proposal for the virtual world.
Several prominent figures—Sasori, Orochimaru, Otsutsuki Hamura, Otsutsuki Toneri, and Hyuga Hizashi—sat around the room. Most were either capable researchers under Shin or individuals carrying Otsutsuki Hamura's unique bloodline traits.
"This is a real headache!" Shin sighed, rubbing his temples. "Maybe it'd be simpler to just cast a version of Infinite Tsukuyomi and create a world ruled by one supreme illusion. That way, everyone could study ninjutsu peacefully under my rule."
"Now, now—let's not voice terrifying ideas so openly," Orochimaru chuckled slyly, leaning against the wall. "Of course, as long as I'm left out of the Infinite Tsukuromi's grip, I might not mind a world like that."
"Are the younger generation's minds always this... extreme?" Hamura muttered, his ethereal form visibly unnerved by Shin's line of thinking. "And what's disturbing is how even my descendant, Toneri, seems somewhat intrigued by the notion."
"Elder Hamura," Shin remarked with a wry smile, "perhaps your ideals for peace are simply too high."
Had these individuals experienced the chaos of war firsthand, many might have been more open to radical solutions for peace. Sasori and Orochimaru, for example, weren't particularly invested in peace, but if the ninjas would willingly follow their command, they'd certainly welcome that advantage.
Imagining the most talented shinobi worldwide contributing to his research, Orochimaru grinned in anticipation.
However, Shin had already abandoned the thought of an Infinite Tsukuyomi plan. While the concept of manipulating others through genjutsu was enticing, he recognized the limitations of even the strongest genjutsu techniques like Kotoamatsukami. Scaling it to encompass the entire ninja world would bring unforeseeable complications.
More critically, a large-scale illusion like that could easily lead to unintended consequences. For example, if he tried to enforce peace by banning killing, it might suppress all survival instincts, leaving humanity defenseless.
This didn't mean Shin would discard the utility of Kotoamatsukami entirely. His gaze flickered briefly toward Orochimaru and Sasori. The jutsu had subtly influenced them, so they believed their alliance with him was purely for the sake of their research, curbing any latent ambitions while preserving their personalities.
For now, Shin's vision of the virtual space remained clear. He wasn't intending to manipulate the shinobi directly. Instead, he would focus on the powerful noble families and daimyos, subtly implanting ideas of heroism, nobility, and revolutionary ideals within them to spur societal advancement.
However, an obstacle stood in his way—the complexity of creating the virtual space itself.
Initially, Shin had underestimated the difficulty. He'd thought that replicating the Infinite Tsukuyomi's range was enough, but creating a shared, interactive virtual environment with its own rules and logic required significantly more effort.
Infinite Tsukuyomi, after all, was merely a static illusion. It was designed solely to absorb chakra, with no need for rational interaction or the possibility of withdrawal. In contrast, Shin's virtual space required coherence, logic, and communication channels.
"It's not a problem of power but of rules," Orochimaru observed. "Traditional illusions are like dreams have no need for logic. But a virtual space with the complexity of the real world? That's entirely different."
"To bring this to life, we'd need a thousand chakra avatars with computational capacity on par with Otsutsuki Hamura, each one refining and adjusting variables in real-time," Orochimaru concluded. "Without such resources, the virtual space will be impossible to construct."
This left Shin with a seemingly insurmountable challenge. Perhaps the only solution would involve accessing the Pure Land and enlisting the souls of kage-level ninjas from history, something even he wasn't sure he could achieve.
After mulling over his options, Shin's thoughts began to drift. "Maybe it's time to return to the world of One Piece for answers. Previously, I'd avoided leaving this world unattended, fearing Kaguya might resurface in my absence."
Yet now, with significant safeguards in place, Shin had more freedom to explore. His Kotoamatsukami had subtly influenced Orochimaru and Sasori, Otsutsuki Hamura was allied with him through the Tenseigan, and the remaining Akatsuki members had been neutralized. With the Rinnegan in Shin's possession, Jiraiya was informed enough to maintain vigilance.
The only remaining concern was the lingering danger of Black Zetsu, but Shin felt confident in his preparations. A few years away might not pose a significant risk.
"Perhaps the One Piece world has a devil fruit that could aid in constructing a virtual space. Or maybe I could consult Dr. Vegapunk. Unfortunately, I don't know his location."
While robotics existed in the One Piece world, no evidence of advanced computational technology existed. However, if he could find something similar to a supercomputer.
Shin's thoughts crystallized as he considered his options. Perhaps a journey into a new world was precisely what he needed to make his vision a reality.
