When the news of Admirals Aokiji and Kizaru joining forces and still being defeated by Ron reached Navy Headquarters, everyone was left in stunned silence.

"Impossible! That can't be true!"

"I refuse to believe it—those are Admirals we're talking about! How could they lose?"

"And they lost even when they fought together? This can't be happening!"

The Navy Headquarters building was filled with disbelief. High-ranking officers and low-level sailors alike shook their heads, faces filled with shock and denial.

"I also heard the fleet sent after Ron took devastating losses," someone muttered. "More than a thousand were killed… over a thousand were gravely injured… and they lost dozens of ships…"

"How is this possible? It was led by Vice Admiral Dracula, a commander who rose through the ranks in the North Blue! How could it end in such a catastrophe?"

"Dracula is a great commander, but Ron… even Admirals Aokiji and Kizaru couldn't beat him together. The Navy's reputation will be in shambles after this!"

"Yeah… it's tragic, no doubt about it. I can't even imagine this kind of loss coming from a fight with Whitebeard, and he's one of the Four Emperors!"

"I'm completely at a loss. I don't understand it, but all I can say is he must be unbelievably strong…"

The room suddenly filled with the hurried footsteps of a messenger running in with a den-den mushi.

"Commander Dracula is here to debrief on the situation," Sengoku announced to those gathered, glancing toward Dracula with a look of heavy resignation. "He witnessed the whole battle…"

Dracula, his face dark and unreadable, had been prepared to speak when the herald arrived with the urgent call from the World Government.

"Sengoku!!" the voice of one of the Five Elders barked over the line, "what's going on with your Navy? Do you realize the damage this has done to our standing? This entire disaster is making us the laughingstock of the seas! Do you know what this will do to our reputation?"

Sengoku remained silent through the tirade. Once the Five Elder had finished, Sengoku said quietly, "We couldn't have predicted this. We never imagined that Ron's strength had grown to this level."

"I—"

The Five Elder on the other line paused, caught off guard by Sengoku's words. "This loss is staggering, Sengoku. Eighty-two ships, two Admirals… it's inexcusable."

"It's not that I'm failing in my duty," Sengoku sighed, seeming older than ever. "Ron's strength is simply… unprecedented. With power on par with the Four Emperors or perhaps even surpassing them, it's no wonder he found the title of Warlord beneath him."

"Do you mean to say he's as strong as Whitebeard?" the Five Elder spat, clearly outraged. "Are you saying there's no way to eliminate him?"

"We could try," Sengoku admitted, "but without the full strength of the Admirals and the entire Navy, it's unlikely. I'll tender my resignation if that's what it takes to address this failure."

"Sengoku, that's hardly the solution," the Five Elder replied quickly, backtracking at the mention of resignation. "In fact, we've heard rumors that you've managed to capture Roger's son, Ace."

A hint of satisfaction flashed across Sengoku's face. "That's right. Just recently, a bounty hunter brought us a young man named Ace. After thorough investigation, we confirmed he's the son of the late Pirate King, Roger, and he's also a member of Whitebeard's crew. This is our opportunity to make an example. If we announce his execution, it'll send a clear message and instill fear in all pirates."

"Excellent plan, Sengoku. Handle it as you see fit, and we'll give you full backing from the Government," the Five Elder said with approval.

After the call ended, Sengoku addressed his officers. "We're consolidating our forces. Akainu will continue to patrol the New World to keep the Four Emperors in check. Meanwhile, Aokiji and Kizaru will recover from their injuries. Once everyone is ready, we'll call the Seven Warlords to assemble, alongside all available Naval forces, and make an official announcement to the world: the public execution of Portgas D. Ace."

The room fell silent, everyone keenly aware of the implications of this announcement. Sengoku turned to Dracula and nodded. "As for you, Vice Admiral Dracula, take time to recover. Your efforts in the battle with Ron were commendable, but the losses are considerable. Make sure the injured and fallen are properly honored and compensated."

"Yes, sir," Dracula replied, still grappling with the weight of the failed mission.

"Lastly, as for Ron…" Sengoku paused, troubled. "We'll leave him alone for now. He's strong—perhaps as strong as any of the Emperors. We'll focus on Ace, and once our preparations are complete, we'll be ready to show the world what true justice looks like."
